As follow-up of the Seven Golden Rules, the next step in Vision Zero is the implementation of Proactive Leading Indicators. The development of the proactive leading indicators was carried out in response to requests from companies and organizations that have associated themselves with the ISSA VISION ZERO strategy
The development process involved attaining information and evidence from VISION ZERO frontrunner organizations, scientific literature and other reputable sources. The proactive leading indicators are relevant for organizations from all sectors and sizes that have adopted VISION ZERO or consider adopting VISION ZERO. The set of proactive leading indicators for VISION ZERO is comprised of 14 indicators – two for each of the ISSA VISION ZERO 7 Golden Rules. For each proactive leading indicator there is a factsheet available.

Digitalization, incl. AI, smart PPEs, mobile digital devices, brings about opportunities to reduce OSH hazards, but also present challenges.
OSH Opportunities
I. Training
Advances in IT make creating near real-life experience possible. VR CAVE, fully immersive visualization system provides vivid stereoscopic view of unlimited scenarios in a small room. Devices like 3-D glasses with trackers, data gloves, joystick help create augmented reality effect. Further adds-on like motion platform, wind-blower and pressure vest/ hand-cuffs create fuller 4-D experience.
II. Promotion
OSH practitioners make better use of social media to disseminate OSH messages and reminders. Trending and targeting strategies are used to increase reach to target audience.
OSH Challenges
I. Know-how Gaps
New technologies, such as Modular Integrated Construction, help reduce accidents. Yet, existing construction industry, especially small or medium sized enterprises may not have the know-how for handling the bigger and heavier modules safely. New precautions, safety check points and training are needed to fill the gap.
II. Mental / physical stress from WFH
COVID expedited move of jobs from work place to home. WFH leaves employees more time as commuting time is saved. Yet, issues such as alienation, loneliness emerged. Boundary of work and off-work is unclear. Other issues, incl. reduced physical activity or lack of ergonomically suitable work setting at home also appear. Publicity/guideline is needed.
