The Copernicus Climate Change Service (C3S) is one of the six thematic information services provided by the Copernicus Earth Observation Programme of the European Union (EU). C3S, which is implemented by ECMWF on behalf of the European Commission, provides past, present and future Climate Data Record (CDR) and information on a range of themes, freely accessible through the Climate Data Store (CDS). It benefits from a sustained network of in-situ and satellite-based observations, re-analysis of the Earth climate and modelling scenarios, based on a variety of climate projections.
Within the Land Biosphere component of C3S, satellite-based observations are used to provide the longest possible, consistent and mature products at the global scale for the following Essential Climate Variables (ECVs): Surface albedo, Leaf Area Index (LAI), the fraction of Absorbed Photosynthetic Active Radiation (fAPAR), Land Cover (LC), Fire, Burnt Areas (BA), and Fire Radiative Power (FRP). State-of-the-art algorithms that respond to GCOS requirements are used and the product quality assurance follows the protocols, guidelines and metrics defined to be consistent with the Land Product Validation (LPV) group of the Committee on Earth Observation Satellite (CEOS) for the validation of satellite-derived land products.
To reach this goal, the following approach is proposed.(i) consolidate the CDR and secure continuation of the products by moving towards Copernicus mission Sentinel-3 as primary data source,(ii) make an important steps towards cross-CDR consistency by harmonizing the pre-processing for all CDRs (atmospheric correction and pixel classification) and (iii) apply an extensive quality with other existing datasets to ensure high quality of the delivered data.
The Belgian VITO Remote Sensing institute is leading the consortium of eight European partners providing the C3S service from 2016. In the new phase of the C3S service all ECVS will use Sentinel 3 and the adaptations will be done in consistency with previous products. The surface albedo V3 data set will be extended in time based on Sentinel 3 OLCI/SLSTR dataset. Improving Land Cover and Burnt Area will be achieved by (i) extending the already existing BA and Land Cover CDRs and ICDRs from the respective projects, (ii) adapting them to Sentinel-3 SLSTR and OLCI sensors, (iii) benefitting from the harmonised pre-processing tools (pixel identification and AC LUTs), and (iv) incorporating these into the processing chains for fully operational and agile production lines.
The Burned Areas product created ad-hoc for C3S, based on the algorithm developed by ESA Fire_CCI, but adapted to Sentinel-3A and B will continue to be processed. A major advancement will be achieved by switching from MODIS based active fire maps to active fire from Sentinel 3, once this is available from the Copernicus ground segment, expected in early 2022. The Active Fire and Fire Radiative Power products will be continued in the service using only Sentinel-3 night-time data as input. ESA has announced that the daytime fire products will be available from the Copernicus ground segment from late 2021/early 2022. Once these data are available, an update is planned for C3S Level2/3 products. Availability of daytime active fires and fire radiative power is highly needed, and, for example, our Fire BA products will be enabled to switch from ageing MODIS to in-house Sentinel 3 auxiliary data thanks to this.
The high quality and maturity of the generated ECV datasets make them a reliable indicator of long-term climate predictions and will contribute information to the annual European State of the Climate report.
