Während der Covid-19-Pandemie haben wir alle an unseren Arbeitsplätzen und teilweise auch auf dem Weg dorthin vielfältige Erfahrungen mit verschiedenen Masken-Typen gesammelt, die dem Infektionsschutz dienen sollten. Diese Veranstaltung zeichnet einen chronologischen Ablauf aller Aktivitäten, die durch anfängliche Lieferengpässe von Schutzausrüstungen bemerkenswerte Notlösungen erforderlich und im Eiltempo auch möglich machten. Hierrunter subsummiert werden alle Aktivitäten, die wir rund um die Herstellung, Bereitstellung, Beschaffung und Benutzung aller denkbaren Maskentypen zum Zwecke des Infektionsschutzes in der Pandemie beobachten und auch mitgestalten konnten.
Dem außergewöhnlich hohen Zeitdruck geschuldet war die gesamte Versorgung und der sie umspannende Rechtsrahmen extrem herausgefordert und phasenweise außer Kontrolle geraten. Diese Veranstaltung möchte das Lernen aus guten und aus schlechten Erfahrungen fördern und damit auf eventuell noch kommende Pandemien vorbereiten.
During the coronavirus pandemic we have all had various experiences at work and in some cases on our commutes with different types of masks intended to provide protection against infection. This event provides a timeline of all activities which, owing to initial bottlenecks in the supply of protective equipment, made striking stopgap measures necessary, and also possible within a very short space of time. They include all activities which we were able to observe, and in some cases were actively involved in, relating to the production, provision, procurement and use of all conceivable mask types for the purpose of infection control during the pandemic.
Owing to the exceptionally high time pressure, the entire supply chain and the associated legal framework faced major challenges, and at times were out of control. This event aims to facilitate the learning of lessons from experiences, both good and bad, by which we can prepare for pandemics which may occur in the future.
Praxisbeispiele für die Umsetzung des Arbeits- und Gesundheitsschutzes
Die Digitalisierung der Arbeit und die damit verbundenen Chancen und Risiken für Unternehmer*innen, Beschäftigte und Berater*innen im Arbeits- und Gesundheitsschutz sind schon lange im Fokus der Diskussion. Zahlreiche Forschungsarbeiten ermittelten mögliche Belastungen und Gefährdungen durch zunehmende digitale Möglichkeiten bei der Arbeit. Die Corona-Pandemie war der Initialzünder für die Arbeit im Homeoffice und daraus folgende Optionen, wie Bildschirmarbeit zukünftig durch die zeitliche und örtliche Flexibilität gestaltet werden kann. Damit Sicherheit und Gesundheit bei der Arbeit auch im Homeoffice ankommen, braucht es praktische Lösungen für den Arbeits- und Gesundheitsschutz, die im Zuge der Corona-Pandemie Eingang in die Praxis gefunden haben.
Die Beiträge dieser Session beschäftigten sich mit praktischen Lösungen, die wie viele Maßnahmen in der Corona-Pandemie, einfach entwickelt und umgesetzt wurden. Sie können beispielhaft für Lösungen des Arbeits- und Gesundheitsschutzes in der Zukunft vor dem Hintergrund der Digitalisierung stehen.
Practical examples of how occupational safety and health can be implemented
The digital transformation of work and the associated opportunities and risks for employers, employees and occupational safety and health consultants have been a subject of discussion for some time. Numerous research studies have identified exposures and hazards potentially arising from the growing opportunities at work offered by the digital transformation. The coronavirus pandemic provided the primary impetus for remote working from home and the resulting options for the performance of VDU work in the future through flexibility in the timing and location of work. For safety and health at work to be assured during remote working from home, practical solutions for occupational safety and health are needed. Such solutions have found their way into practical application in the course of the coronavirus pandemic.
The contributions in this session deal with practical solutions which, like many measures taken during the coronavirus pandemic, were simply developed and implemented. They can serve as examples for future occupational safety and health solutions against the backdrop of the digital transformation.
Die Session stellt die koordinierte Präventionsarbeit in Zusammenhang mit krebserzeugenden Arbeitsstoffen (Gefahrstoffen) in den Mittelpunkt, die anknüpfend an die EU-OSHA-Kampagne 2018-2019 „Healthy Workplaces Manage Dangerous Substances“ und an die europäische „Roadmap on Carcinogens“ in den letzten Jahren den Fokus betrieblicher Präventionsaktivitäten in Österreich bildete. Einen besonderen Stellenwert hatte dabei die Zusammenarbeit von zentralen Organisationen im Bereich des ArbeitnehmerInnenschutzes. Akteurinnen und Akteure der Kampagne berichten über ihr Vorgehen, ihre Aktivitäten und die Ergebnisse der Zusammenarbeit. Dabei werden Erfolgsfaktoren aber auch kritische Punkte beleuchtet. Ein besonderer Fokus wird auf die Situation in KMUs gelegt. Abschließenden kann das Publikum an einer Diskussion über geeignete Kooperationsformen auf nationaler und europäischer Ebene teilnehmen. Damit soll ein Anstoß zur Weiterentwicklung wirksamer Präventionsstrategien gegeben werden.
This core topic of this session will be coordinated preventive activity relating to carcinogenic agents (hazardous substances), which has been the focus of workplace prevention activities in Austria in recent years, building upon the EU-OSHA 2018-2019 "Healthy Workplaces Manage Dangerous Substances" campaign and the European "Roadmap on Carcinogens". Particular importance was attached during these activities to cooperation between central organizations in the sphere of employee protection. Speakers with a role in the campaign will report on their procedure, their activities and the results of their cooperation. Factors for success will be highlighted, as will critical aspects. The session will focus in particular on the situation in SMEs. Finally, the audience will have the opportunity to discuss suitable forms of cooperation at national and European level. This is intended to provide impetus for the further development of effective prevention strategies.
Eine Welt ohne Arbeitsunfälle und arbeitsbedingte Erkrankungen und insbesondere die Vermeidung tödlicher und schwerer Arbeitsunfälle – das ist das Zukunftsbild der Vision Zero. Welche Lösungen helfen diese Vision im Güterkraftverkehr umzusetzen? In einer Reihe praxisnaher Beispiele werden Ansätze für bekannte Probleme, wie zum Beispiel den Absturz vom Fahrzeug präsentiert und es wird gezeigt, wie neue Lösungen den Fahrerinnen und Fahrern dabei helfen, Risiken beim Abbiegen und Rückwärtsfahren zu reduzieren. Gemäß dem ganzheitlichen Ansatz der Vision Zero wird dabei nicht nur auf die Fahrtätigkeit geschaut, sondern auch auf Aspekte wie die Gestaltung der Arbeitsabläufe, die Beschaffung von kommerziell genutzten Fahrzeugen und eine Kultur der Prävention.
In einem der unfallträchtigsten Wirtschaftszweige wie dem des Güterkraftverkehrs kann noch viel getan werden, um dem Leitbild der Vision Zero – einer Welt ohne Arbeitsunfälle – ein Stück näher zu kommen. Mit diesem Symposium schlägt die IVSS Sektion für Prävention im Transportwesen eine Brücke zwischen alltäglichen, praktischen Herausforderungen und den Idealen der Vision Zero.
A world free of occupational accidents and work-related diseases and, in particular, the prevention of fatal and serious occupational accidents: that is the future envisioned by the Vision Zero. What solutions support attainment of this vision in the road haulage sector? With reference to a series of examples from the field, approaches will be presented to known problems such as falls from the vehicle, and the presenters will show how new solutions can help drivers to reduce risks during turning off and reversing. Consistent with the holistic approach of the Vision Zero, the focus will be not only on the task of driving, but also on aspects such as the organization of work processes, the procurement of vehicles for commercial use, and a culture of prevention.
In road haulage, a sector of the economy with one of the highest accident rates, much can still be done to move closer to the Vision Zero – the vision of a world without occupational accidents. With this convention, the ISSA Section on Prevention in Transportation bridges the gap between everyday, practical challenges and the ideals of the Vision Zero.

New approaches in prevention for people at work and for general challenges facing society
This session is organized jointly by the Special Commission on Prevention of the International Social Security Association (ISSA) and its VISION ZERO Steering Committee, the International ORP Foundation and the Global and Danish Vision Zero Business Councils.
Take the opportunity to benefit from the results of international cooperation and the pooling of knowledge internationally. The first of the A+A International VISION ZERO days, led by the ISSA Special Commission on Prevention, will examine insights into new strategic concepts for improving safety, health and well-being at work.
Practical tools developed by the Special Commission on Prevention and its unique global network of 14 international prevention sections will be presented. These tools can be used in companies and institutions of any size, and provide support in attaining the VISION ZERO.
A number of parties will report on successful implementation of the VISION ZERO approach developed by the Special Commission on Prevention.
Presentations will provide insights into the VISION ZERO toolbox, the existing 7 Golden Rules of VISION ZERO, and the new 14 proactive leading indicators. The leading indicators serve as a proactive means of measuring, managing and benchmarking your company's current progress in the area of prevention.
Further questions will be discussed: Is VISION ZERO limited to conventional preventive activity at the workplace, or can the approach also be used to address other challenges, such as the battle against the coronavirus pandemic, protection of the environment, or the sustainability of investments?
How can responsibility be assumed for safety, health and well-being in global supply chains? What are the future development steps of the VISION ZERO strategy?
Das Heben und Tragen schwerer Lasten, Arbeiten in ungünstigen Körperhaltungen, bewegungsarme Tätigkeiten oder das häufige Wiederholen gleicher Bewegungsvorgänge kann zu besonderen Belastungen des Muskel-Skelett-Systems des Menschen führen. Muskel-Skelett-Erkrankungen gehören daher immer noch zu den am häufigsten angezeigten Berufskrankheiten bei der Deutschen Gesetzlichen Unfallversicherung und sind für fast ein Viertel aller krankheitsbedingten Fehltage in deutschen Unternehmen verantwortlich.
In der Veranstaltung wird über den aktuellen Stand der Gemeinsamen Deutschen Arbeitsschutzstrategie zur guten Arbeitsgestaltung bei Muskel-Skelett-Belastungen berichtet und Vorgehensweisen und Methoden zur Erfassung von Muskel-Skelett-Belastungen und zur Ableitung passender Präventionsmaßnahmen vorgestellt.
Exemplarisch werden neue Lösungsansätze für ein belastungsreduziertes Bewegen mobilitätseingeschränkter Personen, aus dem Bereich der Pflege und des Verkehrswesens präsentiert und mit den Zuhörern diskutiert.
Lifting and carrying heavy loads, working in awkward postures, activities of low mobility and frequent repetition of the same movement sequences can place particular stresses on the human musculoskeletal system. Musculoskeletal disorders therefore continue to be among the occupational diseases most frequently reported to the German Social Accident Insurance, and are responsible for almost a quarter of all working days lost in German companies due to sickness.
The event will report on the progress of the Joint German Occupational Safety and Health Strategy for good work design with respect to musculoskeletal stresses, and will present procedures and methods for measuring musculoskeletal stresses and identifying suitable preventive measures.
New model solutions for reducing stress upon mobility-impaired persons during movement, taken from the care and traffic sectors, will be presented and discussed with the audience.
Die SARS-COV 2 Arbeitsschutzstandards und –regeln mussten 2020 schnell und auf Grundlage einer unvollständigen Wissensbasis entwickelt und umgesetzt werden. Somit wurde es besonders wichtig zu prüfen, inwieweit Maßnahmen in den Betrieben erfolgreich realisiert werden konnten.
In dieser Session werden Ergebnisse aus Betriebsbefragungen und vor allem aus Erhebungen bei Arbeitsschutz- und arbeitsmedizinischen Expert*innen berichtet.
Es wird unter anderem über
• betriebliche Maßnahmen insgesamt
• Aspekte der Regulierung, wie bspw. das Erleben der Praxistauglichkeit,
• Auswirkungen auf die Beschäftigten, wie z.B. die psychische Belastung und
• Beispiele guter Praxis

Die gesammelten Erfahrungen müssen dazu dienen, den Arbeits- und Infektionsschutz für den pandemischen Fall aktuell und in Zukunft weiter zu verbessern.
In 2020, the SARS-COV 2 occupational safety and health standards and rules had to be developed and implemented in Germany swiftly and on the basis of incomplete knowledge. Examining the extent to which measures could be successfully implemented at company level thus became particularly important.
Results from surveys conducted in companies, in particular from surveys of OSH professionals and company physicians, will be reported in this session.

Vision Zero und „Der Große Neustart” für Europa
Der zweite der Internationalen Vision Zero Tage der A+A wird sich unter der Leitung der Internationalen ORP Stiftung mit dem wichtigen Beitrag der Prävention zur „Großen Neustart“-Initiative des Weltwirtschaftsforums für eine Neue Normalität, bei der Mensch und Planet zuerst kommen, beschäftigen.
Während die Pandemie die Bedeutung robuster Sozial- und Gesundheitsschutzsysteme unterstrichen und insbesondere das Bewusstsein für die Bedeutung eines sicheren und gesunden Verhaltens am Arbeitsplatz und darüber hinaus geschärft hat, ist es nun von entscheidender Bedeutung, dieses positive Bewusstseinsniveau aufrechtzuerhalten
und weiter zu stärken.
Hochrangige Vertreter europäischer und internationaler Arbeitsschutzorganisationen, leitende SHE-Manager renommierter Unternehmen sowie führende Arbeitsschutzexperten werden sich mit den Herausforderungen und Chancen der Prävention in einer post-pandemischen

The ORP Conference about 'Vision Zero and the Great Reset', which took place last March marked the starting point for discussions about the potential of prevention to secure the human dimension of the WEF's ‘Great Reset’ initiative. It demonstrated that the Global OSH Community is ready to contribute to a safer, healthier and more sustainable post-COVID world of work.
While the current pandemic has underlined the importance of robust social and health protection systems and in particular has increased the awareness of the importance of a safe and healthy behaviour both in society, in business and amongst people, it is critical that positive awareness levels are sustained and strengthened further.
In view of the great interest in attending the conference and the interesting exchanges about the challenges and opportunities for prevention in the New Normal, the International ORP Foundation decided to continue the discussion of the future of safety, health and wellbeing at work at the regional level. The first regional discussion took place during ORP’s Congress in July at a Special Session about “Vision Zero and the Great Reset for the Americas”.
The second regional exchange will take place during the A+A Congress 2021, co-organised by the International ORP Foundation, the Global and the Danish Vision Zero Councils with support by the Congress organiser, BASI, and the Messe Düsseldorf.
‘Vision Zero’ is one of the main topics of the Congress and consists of two consecutive parts. Part I is organised by the ISSA’s Special Commission on Prevention and the ORP’s “Vision Zero and ‘The Great Reset’ for Europe” will follow as Part II.
The event will focus on four important challenges to unlock the potential of prevention, which are to change mind-sets, to create new incentives, to digitalize prevention and to introduce new metrics. High-level representatives from the leading international OSH-organizations, business leaders and senior experts from national institutions and businesses will share inspiring strategic concepts and operational solutions, which demonstrate that a new, more holistic approach to organizational health and sustainability, where people come first, is possible.
Während der Abfallsammelfahrt sind die Beschäftigten diversen Unfall-und Gesundheitsrisiken ausgesetzt. Das Ladepersonal arbeitet im fließenden Verkehr - Gefährdungen durch andere Verkehrsteilnehmer, aber auch durch das Abfallsammelfahrzeug selbst, sind deshalb an der Tagesordnung. Zudem kann der Staub, der beim Entleeren der Behälter aufgewirbelt und eingeatmet wird, gefährliche Biostoffe enthalten.
Zwar werden heute technisch komplexe Abfallsammelfahrzeuge eingesetzt, die helfen, die Risiken zu reduzieren. Dennoch gibt es immer noch Spielraum für Verbesserungen. Die Hersteller der Fahrzeugaufbauten betreiben dazu immense Entwicklungsarbeit und erproben viele neue Ideen, bis geeignete, praxisgerechte technische Lösungen gefunden werden.
Die BG Verkehr stellt in ihrem Symposium zusammen mit Herstellern neue Entwicklungen vor und berichtet über erste Erfahrungen.
Gezeigt werden ein Rückfahr-Sicherungssystem, das die Arbeit für den Einweiser erleichtern soll, eine Staubabsaugung für die Behälterschüttung sowie eine Schutzeinrichtung, die verhindern kann, dass der Abfallwerker von der Schüttung erfasst wird.
During refuse collection, workers are exposed to a variety of accident and health risks. The loading personnel work in moving traffic; hazards presented by other road users and also by the refuse collection vehicle itself are therefore commonplace. The dust that is raised and inhaled when the refuse containers are emptied may contain hazardous biological substances.
Refuse collection vehicles of high technical complexity are now in use which help to reduce the risks; scope still exists for improvement, however. The manufacturers of the vehicle bodies conduct development work on a major scale and trial numerous new ideas until suitable and practical technical solutions are found.
In its convention, the BG Verkehr will present new developments together with manufacturers and report on the experience gained to date.
On display will be a reversing safety system designed to ease the work of the spotter, a dust extraction system for the container discharge process, and a guard that can prevent the refuse collection worker from being trapped during container discharge.
Das Arbeiten im Homeoffice hat während der Corona-Pandemie als Maßnahme des In-fektionsschutzes große Bedeutung im Arbeitsschutz erlangt. Diese Arbeitsform wurde in vielen Bereichen und in einem Tempo eingeführt, wie es zuvor in dieser Form nicht denkbar gewesen wäre. Mobile Arbeit galt als freiwillige Ergänzung der Präsenzarbeit in Unternehmen schon vor der Pandemie als Baustein einer modernen Arbeitskultur. Sie wurde im Zusammenhang mit höherer Arbeitszufriedenheit und als Beitrag zu einer besseren Ver-einbarkeit von Familie und Beruf diskutiert. Die Corona-Pandemie hat wie ein Katalysator für die Verbreitung und Erprobung mobiler Arbeit gewirkt. Und alles deutet darauf hin, dass Homeoffice auch künftig einen höheren Stellenwert haben wird als in der Zeit vor Corona.
Damit treten auch die neuen Herausforderungen durch die mobile Arbeit für den Arbeitsschutz in den Fokus so vor allem die Veränderung der rechtlichen und praktischen Verantwortung von Arbeitgeber und Beschäftigten, von Inhalt und Durchführung der Gefährdungsbeurteilung und Unterweisung wie auch der Rolle von Arbeitsschutz-Aufsicht und -Betreuung. Die Corona-Situation gleicht einem ungeplanten Großexperiment zu der Frage, wie produktives und gesundes Arbeiten zuhause gelingen kann.
Ziel der Veranstaltung ist es, insbesondere auch für die Zeit nach der Corona-Pandemie die Herausforderungen für den Arbeitsschutz durch die mobile Arbeit zu diskutieren und einen Überblick über aktuelle Gestaltungs- und Regulierungsansätze wie auch Unterstützungsangebote zu vermitteln. Sie richtet sich an alle Akteure im betrieblichen und überbetrieblichen Arbeitsschutz.
During the pandemic, remote working from home became an occupational safety and health measure of major importance for infection control. Remote working from home was introduced in many areas and at a pace that would previously have been considered unthinkable. Even before the pandemic, mobile working on a voluntary basis supplementing conventional work at company premises had been regarded as an element of a modern work culture. It was discussed in terms of greater job satisfaction and as a means of better reconciling work and family life. The coronavirus pandemic served as a catalyst for the adoption and trialling of mobile working. Everything suggests that remote working from home will continue to be more important in the future than it was before the pandemic.
This also places the focus upon the new challenges for occupational safety and health posed by mobile work – above all the change in employers' and employees' legal and practical responsibility, the content of risk assessments and employee instruction and their implementation, and the role of occupational safety and health supervision and support. The coronavirus situation resembles an unplanned, large-scale experiment of how work can be performed productively and healthily from home.
The aim of this event is to facilitate discussion of the challenges for occupational safety and health posed by mobile working, particularly following the coronavirus pandemic, and to provide an overview of current approaches to its organization and regulation, together with resources for support. The event is aimed at all parties involved in occupational safety and health at company level and industry-wide.
